THE EXECUTIVE BOARD of the Laborers union has elected Carl. E. Booker as its new general secretary-treasurer to fill the unexpired term of R. P. "Bud" Vinall.

Vinall, 74, who is in declining health, retired earlier this month after a 57-year career with the union.

At a special meeting Nov. 11, the union board named him secretary-treasurer emeritus. "Bud Vinall has served this union with distinction, devotion and an undaunted commitment to the members," Laborers President Arthur A. Coia said in a statement.

Booker most recently served as international vice president and assistant to the general president. He has been a member of Local 795 in New Albany, Ind., for more than 30 years. He was first elected as a vice president by the board in 1995 and reelected to that post in 1996 at the union's international convention.

The board also elected James Hale to serve as international vice president.

Hale has been southeast regional manager since his appointed in 1996. He previously served as business manager of the Tennessee Laborers' District Council.

Union Chief of Staff Terence M. O'Sullivan was appointed to serve as the new assistant to the general president.
